.06 is same as 6 without decimal point. And smallest place value is hundredth's (second place to right of decimal point), 

so .06 = 6/100 

now reduce (divide top & bottom by 2 to get)

if 25% was paid, and 80 dollars are left, this means that 80 dollars is 75% of the bill. 25% is a quater, and 75% is three quarters. 

here, we can divide 80 into three parts ->

80 ÷ 3 ≈ 26.67
that means a quater of the bill is 26.67 $

if 80$ were left to be paid, just add the 26.67$ from the first quater -> 

80 + 26.67 = 106.67 $
