President Richard Nixon took advantage of this and started issued bombings and invasions without Congress's consent. when Nixon was booted out of office, the War Powers Resolution was passed which said that any military actions the president wants to take has to be run by Congress 48 hours before the action and Congress has to approve this. Also, it stated that the president can not have troops stationed overseas for more than 90 days during peacetime.
