I believe that the intended audience was the people. The people saw him as a king, abusing his powers as a president. The author’s purpose was to show how people truly viewed him. The president’s order to remove federal deposits from the Bank of the United States led to an increase in state debt. The President was strongly criticized because he acted without congressional approval, as a king would.
