Answer: I am not too sure what the phrase "nothing has changed" relates to- perhaps to the fact that the leaders and some every day people said that they would not be intimidated by the terrorists and will continue living their life without fear.

In reality however, "everything has changed" - people no longer feel as safe as they used to and there are a lot more security measures around us.
