A driver’s competence has everything to do with road accidents. If people have high competence in driving cars, there would be a decreasing number of road accidents. Therefore, the driver’s competence has to be tested. There is a reason why people who drive on the street need to have a driving license first. Getting a driving license means that the people’s competences of driving will be tested first before allowed to be driving in a busy street.

The drivers are generally obligatory to get a driving license from their state of residence, and also other states that recognize each other’s licenses for non-resident age requirements.

Rhode Island became the first state to require a license and a driver’s exam for drivers. It was then followed by California and some other states. In 1959, all the states in America eventually required a license for the driver.
