State legislatures, which are made up of elected representatives, make up the legislative arm of government in the United States. Typically, there are two houses of the legislature: the Senate, which is the upper house, and the House of Representatives, which is the lower house.
Unlike members of the House of Representatives, senators frequently serve longer terms. Most states have four-year terms for senators and two-year tenure for representatives.
The House of Representatives is more receptive to public opinion, but the Senate is more contemplative due to the difference in term length.
