EXPLANATION

A driver’s competence has everything to do with road accidents. If people have high competence in driving cars, there would be a decreasing number of road accidents. Therefore, the driver’s competence has to be tested. There is a reason why people who drive on the street need to have a driving license first. Getting a driving license means that the people’s competences of driving will be tested first before allowed to be driving in a busy street.

 

In the United States, a driving license is published by each territory, state, and District of Columbia. It is not issued by the federal government because of the concept of federalism. The drivers are generally obligatory to get a driving license from their state of residence, and also other states that recognize each other’s licenses for non-resident age requirements.  

 

Out of all the states in the United States, Massachusetts and Missouri were the first two states to require driver’s license. Rhode Island became the first state to require a license and a driver’s exam for drivers. It was then followed by California and some other states. In 1959, all the states in America eventually required a license for the driver.
