I think that it means that young people spend most of their time on electronics or gadgets, and do not spend enough time outdoors when the weather is beautiful.But it also depends on what they are doing on their electronics. They may be going on gadgets for educational purposes, whilst other children may use it for fun and entertainment, thus they will spend less time enjoying a walk in the park or missing out on homework/ exercise.
