I think the answer could be B.
It's been a while since I've learned anything about this but here's what I know, hopefully it will help you:
Waves are created by wind but dragging across the top of the ocean and then a force pulling the water back down. The question is asking how energy transfers through a wave though and that leads me to guess that the answer is D. Water particles are set in a circular motion. Water moves in a circular motion to the best of my knowledge.
