When War broke out, many Japanese were interned in camps around the US and whilst there, they supplemented the need for labor in the US. They harvested crops and constructed infrastructure and even repaired roads and rail lines. All these were important to the US war effort as well as the domestic economy and this was what the boys in the letter was referring to when he said they came to help with the labor shortage. From the reaction of the Policeman, he knew this to be the case and yet was rude to them originally. The shows that the Japanese were working hard and yet were not appreciated.
