This caused many problems because states did not fund the federal government enough, causing a weak central government and this led to the failure of a quorum to ratify the treaty that guaranteed American Independence.
One major shortcoming of the Articles of Confederation was that it did not provide for the collection of taxes. The federal government had to rely on states' contributions and lacked financial independence, which was a significant disadvantage.
