In response to the 1905 revolution, Czar Nicholas II accepted that a socialist priest and labor activist, George Gapon was going to march to the Winter Palace to hand over a worker's petition. Although this was meant to be peaceful, knowing the czar's violent past, military blocked the peaceful march and opened fire on the crowd. With the continuing violence, Czar Nicholas II ended up issuing the October Manifesto where he said civilians had some basic liberties, as well as more participation in the State Duma ( the political power in Russia) and he gave more power to legislative powers and other powers overseeing his rule, although he persevered to keep his stronghold over almost the complete power over Russia and maintained shaky relationships with the Duma all throughout his reign. This evidently did not help his abdication which was to come.
