The conference committee is a joint committee of the United States Congress appointed by the House of Representatives and the Senate to resolve disagreements with certain bills. The conference committee usually consists of senior members of the committee standing from each house which was originally considered a law.
The use of the conference committee process has continued to decline in the past few decades. 67 conference reports were produced recently as the 104th Congress (1995-96), falling to only 3 conference reports at the 113th Congress.
The conference committee operates after the DPR and Senate issue various versions of the bill. The conference committee is there to draw up a compromise bill that is acceptable to both houses. Both houses of Congress must ultimately pass the same law so that the bill is presented to the President. Both houses can reach that point through an amendment process between Houses, where the Parliament passes the Senate Bill with amendments to the House, or vice versa, but this process can be complicated. So, several bills passed through the two Houses through the use of the conference committee.
The conference committee can be very controversial, especially if houses are controlled by various parties. House Rules require that one conference meeting be open to the public, except for the DPR, in an open session, voting to close the meeting with the public. Apart from this one open meeting, the conference committee usually meets privately, and is dominated by the chair of the DPR and the Senate committee.
