One of those problems was the creation of taxes. The Articles of Confederation created a national government composed of a Congress, but the states did not want to lose power and form a strong central government, because of that the Congress had a few powers such as declare wars, appoint military officers, sign treaties, make alliances, appoint foreign ambassadors and manage relations with Indians.
But the Congress did not have the power to tax, the Congress and central power would raise money by asking the states for funds, borrowing from foreign governments or selling lands. This caused many problems because states did not fund the federal government enough, causing a weak central government and this led to the failure of a quorum to ratify the treaty that guaranteed American Independence.
One major shortcoming of the Articles of Confederation was that it did not provide for the collection of taxes. The federal government had to rely on states' contributions and lacked financial independence, which was a significant disadvantage.
